There's Procreate Pocket which can be used on a phone.  Look in the App Store...there are a lot of different draw, sketch, and paint apps available but I believe you would still need some sort of pencil or stylus.

 

Perhaps someone else with knowledge can answer this question for ElayneA.

The Apple stylus only works with an iPad.  For digital art of any quality, you would require a touchscreen with enough sensitivity.  Unfortunately, they don't come cheap  I'm not generally a fan of Apple, but when I bought my iPad Pro - a fair few years back now, - I ended up plumping for the Apple product because at that time it was actually cheaper than any of the other makes for what I needed it to do.  Still very expensive, mind, but Microsoft equivalents were several hundred punds more. 

 

My son has just bought a digital tablet (Wacom, I think).  They are much more affordle becuse they aren't standalone. You attach them to a computer to make them work.
